This regulation says you dont have to participate in Social Security if you wish not to. Once out of participating you'll have no withholdings or deductions taken out. Furthermore, the earnings you receive when not participating in Social security are not subject to garnishment.
Last I checked, the only earning that constitute as "wages" are subject to garnishment.
